There are a number of options for people wanting to take ESL classes in Tucson. Some are free, others are tuition-based.

Pima Community College
Pima College offers a number of credit classes, including separate classes focusing on English for vocational or academic purposes. TOEFL preparation is also offered.
Locations
There are a number of campuses; most ESL courses are offered at Desert Vista, Downtown, and West campuses.
Cost
Arizona residents: $47 per credit
Non-residents: $80 per credit
Most ESL classes are 3 or 6 credits.
Legal Status Required:
No, but non-resident tuition will apply for students without proper documentation.
Center for English as a Second Language
Offered through the University of Arizona, this program offers a number of different classes, including University preparation, teacher training, and a teen program.
